Who we are
Hammond Land Advisory provides property advisory and development management services to organisations seeking to unlock the potential of their property assets.
We work particularly closely with for-purpose organisations, education providers, faith-based organisations and local councils. These organisations often hold land with significant unrealised potential but may not have the internal property expertise or capacity needed to determine the best way forward.
Our role is to help clients understand what is possible, make informed and commercially sound decisions, and convert property opportunities into practical outcomes. This begins by understanding the organisation’s purpose, strategic objectives and long-term property needs before assessing the highest and best use of its land.
We can support the entire development lifecycle, including property and portfolio strategy, market research, feasibility assessment, site acquisition, development approvals, project funding and development management. Depending on our client’s objectives, this may involve securing approvals before the sale or realisation of an asset, delivering a completed project to market, or creating a long-term income-generating asset.

Our leadership team brings together decades of experience in land development, project management, and engineering – each sharing a passion for projects that create positive change in education, not-for-profit, for-purpose and faith based organisation sectors.
Matthew Neale – Project Director

Matthew leads Hammond Land Advisory and brings together extensive experience in property development, commercial finance, project management and construction delivery. He is a Certified Practising Project Director with the Australian Institute of Project Management and a QBCC-licensed project manager.
Matthew specialises in helping organisations assess their property assets, identify development opportunities and establish commercially informed strategies for creating value. His longstanding personal and professional involvement in the education, faith-based and for-purpose sectors gives him a strong understanding of their governance, funding and stakeholder environments. He remains closely involved in HLA’s projects, providing strategic direction and helping clients navigate significant property and development decisions.
Jonathan "Jon" Neale – Managing Director
BEng(Civil), MIEAust, CPEng, RPEng, NER, RPEQ, RPEV, APEC Engineer, IntPE(Aus)
Jon is a Chartered Professional Engineer with more than 20 years of land-development experience in Queensland. His technical background includes the design and delivery of large-scale subdivisions, roadworks, earthworks, sewer and water infrastructure, flooding and water-sensitive urban design.
Jon provides HLA and its clients with senior technical and strategic input during the assessment, planning and delivery of property projects. His ability to understand both the engineering detail and the wider development outcome helps identify site constraints, infrastructure requirements, development risks and practical solutions early in the process. Jon is known for his commitment to quality, pragmatic advice and strong, long-term industry relationships.
Paul Costigan – Development Manager
LLB, CPPM (AIPM), MAIPM
Paul brings a valuable combination of legal, property development and project management experience to HLA. Before moving into development management, he worked as a solicitor specialising in planning law and commercial litigation, advising on town planning and environmental matters and conducting proceedings before the District, Planning and Environment, and Supreme Courts.
His development experience includes master-planned communities, high-end apartments, industrial developments, social housing, build-to-rent projects and major refurbishments. Paul has particular expertise in projects involving complex planning, servicing, titling, financing and ownership structures. His legal and commercial background allows him to identify risks early, structure clear development pathways and guide projects through regulatory and commercial complexity.
