Matthew Neale – Project Director

Matthew leads HLA with a vision for making a difference on projects that matter. As a Certified Practising Project Director, QBCC-licensed project manager, and member of the Australian Institute of Project Management, he brings deep expertise in property development, finance, and project leadership. Matthew is hands-on in every project, ensuring clients benefit from his strategic insight and commitment to quality. He is especially passionate about supporting education and not-for-profit organisations to achieve lasting outcomes for their communities.
Jonathan Neale – Certified Professional Engineer

Jonathan is a Certified Practising Engineer with over 20 years’ experience in Queensland’s land development sector. Renowned for his technical expertise in areas such as flooding, Water Sensitive Urban Design, and infrastructure, Jonathan is dedicated to delivering practical, high quality solutions for every client. His collaborative approach and long-standing industry relationships help drive exceptional project outcomes and sustained client satisfaction.
Paul Costigan – Project Manager

Paul is a highly experienced project manager with a background as a solicitor, bringing legal, town planning, and environmental expertise to the HLA team. He has managed a wide variety of projects, from education and not-for-profit developments to large scale residential and commercial sites. Paul’s attention to detail, ability to navigate complex regulatory environments, and commitment to client advocacy ensure every project is delivered smoothly and efficiently, no matter the challenges.
